Overview
The U.S. Mission in Nairobi is seeking eligible and qualified applicants for the position of Program Specialist in the International Narcotics and Law Enforcement Affairs (INL) office, Nairobi.
Responsibilities
The INL Program Specialist serves as project manager for multi-year INL projects focused on rule of law and security sector reform at Embassy Nairobi, Kenya. The incumbent assists the INL Director and Deputy to manage projects in law enforcement reform, counter-narcotics, anti-corruption, counter-wildlife trafficking, corrections reform, administration of justice, and maritime security within Kenya, a project portfolio of roughly $5 million per year. The Program Specialist conducts the full range of project management responsibilities to include designing, initiating, executing, and monitoring in coordination with local law enforcement and development partners. Serves as GOR on project grants and COR on project contracts. S/he is responsible for developing and maintaining relationships with local criminal justice experts and implementing partners; analyzing and reporting on developments in law enforcement; conducting project monitoring and evaluation; and preparing INL-required standard reporting.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
Requirements and qualifications
Additional education
MA in international development, international relations, security studies, criminal justice, public policy, or project management is required.
Experience
5 YearsAdditional experience
At least five years of international development experience performing project management with intergovernmental, international, nongovernmental, or American-run organizations, of which at least three years working within the rule of law, security sector reform, administration of justice, or governance sectors is required.

Additional skills
- Must have good working knowledge of project management processes and practices, contracting, procurement and grant practices, contract and grant administration, as well as project financial regulations, procedures, and practices.
- Must have in-depth knowledge of Kenya and host government institutions and bureaucratic processes, policies, and regulations.
- Must have in-depth knowledge of Kenya’s law enforcement and administration of justice systems and criminal justice environment generally.
- Must have knowledge of international development assistance policy, procedures, and best practices.
Job Knowledge:
The incumbent must have a personable nature and enjoys meeting new people. This is an important quality to INL program as it enables the incumbent to make meaningful connections with INL program partners and encourage participation in future INL programming. Use of one or more software programs to create schedules and organize programming. Basic knowledge of National police Act and Police oversight structures.

The work schedule for this position is: Full Time (40 hours per week).
