Overview

Project Name: Review and Finalization of the National Cancer Communication Strategy 2023-2028

USAID Fahari ya Jamii is engaging an experienced short-term consultant to support the collaboration with the Ministry of Health National Cancer Control Program (NCCP) in the development of its first National Cancer Communication Strategy 2023-2028 as well as a review of its information, education, and communication (IEC) materials for priority cancers.

The strategy focuses on a whole-of-society approach for sustained advocacy and raising knowledge and awareness on cancer prevention, screening, early detection, treatment, and survivorship with the overall goal of improving behavior change, self-care strategies, and uptake of cancer prevention, screening, and early diagnosis services in the Kenyan population.

Under the supervision and in close cooperation with the NCCP the expert will implement the following tasks:

  1. Set the communication goals and objectives;
  2. Develop key messages and align the IEC materials to effectively speak to the target audiences;
  3. Identify effective communication techniques and tools;
  4. Plan available communication resources;
  5. Write up and finalize communication strategy document;
  6. Train the NCCP staff members on how to implement the strategy and communicate with different stakeholders

The expert will develop a communication strategy by creating a solid foundation of information related to cancer, understand and validate the purpose of the cancer communications strategy, understand and validate the direction of the communications strategy, understand the factors that may affect the communications project including financial, political, and timing issues as well as how the strategy may integrate with other efforts. The expert will be engaged for a total of 20 days to develop the communication strategy.

Responsibilities

Working in close collaboration with Fahari ya Jamii and NCCP, the consultant will be responsible for:

  1. Management and coordination
  • Support Fahari ya Jamii and NCCP to ensure smooth production and communication
  • Establish regular meetings with the team.
  • Document management.
  • Write weekly re-caps to inform their communication with partners and stakeholders.
  • Develop a changelog to keep track of and communicate suggested and incorporated edits and feedback of the materials from the technical working group and NCCP.

Communication with the technical working group (TWG)

  • Attend a TWG meeting as invited, review and incorporate TWG inputs.
  • Attend a validation meeting and incorporate feedback to the document
  1. Review of IEC materials and Cervical Cancer Advocacy Guide for opinion leaders
  • Review existing IEC materials for breast, cervical, prostate and colorectal cancer and the advocacy guide for cervical cancer
  • Engage with the communication team at TWG and provide feedback on IEC materials
  • Conduct pre-testing of the IEC materials at two pilot settings (urban and peri-urban) and incorporate all feedback
  • Design work and editorials and provide final print-ready materials Provide a work plan for dissemination of the IEC materials
  1. Develop and evolve the National Cancer Control communications program to align with campaign messages and priorities delivering a campaign-specific communications program including the production of an NCCP website, video content, campaign identity, and collateral to support the launch of the National Cervical Cancer Awareness Month and beyond.
  • Communicate complicated scientific messages and use creative storytelling to draw in the lay audience, inspiring support and increasing loyalty.
  • Mentor and provide guidance to the designated communication program officer at the NCCP on the way forward in managing website and video content going forward.
  1. Review the draft National Cancer Communication Strategy 2023-2028 and source materials including the National Cancer Control Strategy, understand requirements from the NCCP, timeline, and TWG suggestions.

Finalize the National Cancer Communication Strategy

  • Comprehensively assess the feasibility of implementing a Cancer Communication Strategy in Kenya and provide strategic direction in the document by highlighting the need, if any under the situational analysis section of the document and a comprehensive implementation strategy to actualize this.

o Review the foundational content for the strategy and align as per international standards while ensuring adaptation to the local context/scenario

  • Seek feedback to ensure that the style and structure is what NCCP has in mind. Seek and incorporate feedback.

Research

  • If needed, develop additional content based on identified gaps and global standards.
  • Review Cancer Communication Strategies from other settings especially LMICs to middle-income countries; determine global standards.

Seek and Incorporate feedback

  • Ensure that all feedback is incorporated.

Ensure that the objectives of the strategy are achieved via the content delivered. o Provide guidance on the appropriate delivery of the communication strategy over the 5-year period.

  • Cost the strategy and provide the detailed costings in the last chapter

Key deliverables/expectations/milestones to be furnished by the Consultant (i.e. reports, data, website, applications, completed services,)

Key deliverables include:

  1. Well-written, well-researched, and comprehensive appropriately cost National Cancer Communication Strategy 2023-2028.
  2. An easy-to-use compressed user-friendly version of the strategic plan that can be handed to media/ public/ politicians or key opinion leaders.
  3. Reviewed IEC materials and Cervical Cancer Advocacy Guide, a website for NCCP and guidance for the NCCP communications program officer
  4. Additional resources as needed to ensure the use of the materials

Resources required to complete the Scope of Work (i.e. systems access, equipment, workspace, staff, etc.)

  1. Technical support and necessary coordination with NCCP.
  2. Meeting notes on discussions among partners including USAID.
  1. Invoicing: The consultant will invoice Fahari ya Jamii based on the terms of the contract.

Requirements and qualifications

Additional education

Preferably advanced degree in the field of Mass Communications, or other relevant fields

Experience

3 Years

Additional experience

  • Strong experience and track record of development and delivery of creative internal and external communications;
  • Extensive experience (at least 3 years) in developing, designing, producing, and publishing communication products preferably in LMICs;
  • Proven experience in developing communication strategies, and evaluations in the areas of health;

Additional skills

  • Demonstrated a high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines;
  • Excellent communication and written skills in English.
