Global Lead, Implementation Risk and Compliance

Overview

Job Purpose:
Oversee and Quality assure Grant Financial Management of Projects Globally, ensuring the provision of expertise for Budget, Expenditure and Compliance
Management to project teams, and systems, tools, guidance, and reports to implement award terms and conditions, mitigate risks, promote data-led management
decision making and improve the quality of accountability, in line with donor rules and regulations, VSO’s policies and procedures and volunteering for development
approach.

Responsibilities

Role Overview

The Implementation Risk and compliance Lead will be responsible for Global Projects Grant Financial Management and quality assurance. You will provide expertise on budget, expenditure and compliance management to project teams, systems, tools, guidance, and reports to implement award terms and conditions, mitigate risks, promote data-led management decision making and improve the quality of accountability, in line with donor rules and regulations, VSO’s policies and procedures and volunteering for development approach.

Responsibilities

1. Provide effective global oversight for risk management, lead an integrated approach to monitor and manage implementation risk trends across global project portfolio and inform global risk register and proposal risk assessments
2. Oversee and manage comprehensive consolidated monthly and quarterly operational performance and compliance monitoring, review, and reporting processes across the global portfolio.
3. Provide effective global oversight for grant and contract spend, monitor budget execution and trends across global project portfolio, in line with expenditure plans, maintain appropriate internal controls, and safeguard project budgets, and resources from risks. Specifically ensuring internal controls, systems and processes are in place which ensure:

• Grant/contract income and expenditure are accurately reflected in the accounting system and reconciliation of fund balances are performed and checked monthly
• Cash flow is managed to include cash requ ired and held in country bank accounts
• debtors are managed
• cost allocation is reviewed and maximizes cost recovery in line with donor agreements
• Accurate and timely financial reports are submitted to donors
• Outstanding relationship management with donors on all financial aspects
• Timely donor audit or expenditure verification submissions
• Effective financial closure of grants (proper documentation, final reports, and closure of the grant in the accounting system).

1. Be accountable for

• effective budget execution across the global portfolio; provide regular management update and briefing as required. Flag instances when project funds are not fully covering all necessary work.
• Meeting all VSO and donor compliance standards and requirements
• the implementation of improvements and changes identified through self and external audit findings, incident reviews, case management, donor feedback and policy and practice changes.
• Periodic review of grant/ contract award m anagement and ability to comply successfully, to include standards and ways of working (behaviour and ethics) and working with subcontractors

1. Supervise Implementation compliance management, finance management, IT systems and procurement managers, maintain performance levels, hold them accountable for quality, timely and reliable budget performance and management data, analytics, info graphics and risk management plans
2. Proactively establish and maintain effective systems, processes and practice tools using a clear rational of business requirements for i. robust implementation risk mitigation and management ii. budget management solutions and reporting iii. IT, digital application solutions to support successful implementation iv. Maintenance of compliance, specifically donors and consortium partners
3. Provide leadership on planning and execution of IT systems, digital application development, procurement and donor audits for the global implementation portfolio.

Additional education

• The ideal applicant should be a fully qualified accountant(ACA, ACCA or CIMA)

• Extensive global team leadership and management experience in risk and compliance management for major Donor Awards.

• You will have excellent analytical and problem-solving skills, attention to detail and work collaboratively with managers and employees at all levels.
