Overview

Reports to; Country Director

Supervising; Field Office Accountant - Assistant Field Office Accountant

Internal Contacts; Country Director - Field Affairs Administration -Finance Administration - Directors of Operations & Internal Department

The Finance Manager is responsible for;

  • Providing financial reports & interpreting financial information on the status of the office to the line manager and make recommendations and proposals.
  • Providing recommendations on strategic plans to be followed, which support the maintenance of a stable environment for the mangement of assests and cash availability in the office
  • Enabling stakeholders to make sound financial decisions and achieve the objectives of the organization in the office in the most effective and efficient manner
  • Analyzing day to day financial activities and then advise and guide his/her subordinateson future financial plans.

Responsibilities

  • Prepare the estimated budget in line with the strategic objectives in coordination with the field office director and the line managers.
  • Follow up on the annual plan and estimated budgets, verify their implementation, and submit the necessary periodic follow-up reports
  • Ensure the books and accounting records of the field office and the application of approved financial systems and procedures and follow them up in accordance with the accounting standards approved by the organization and the host country
  • Prepare financial statements, reports, financial accounts and annual closings, as well as controlling and reporting all accounting and financial activities
  • Analyze the product costs, contributions, results of operations and actual performance of the office against the work plan
  • Review the required administrative and financial data and reports, and prepare monthly and quarterly reports for the headquarters and donors
  • Oversee the office's financial operation, set goals and objectives and design a framework to facilitate the review and approval of all transactions by complying with regulations, policies, and procedures
  • Ensure the implementation of the decisions issued by the headquarter with a financial impact and the audit account accordingly
  • Implement financial control systems and monitor their operations effectively
  • Approve the restrictions of final inventory setlement and submitting them for final approval by officials in the financial department at the headquarters
  • Prepare audit files for internal and external auditors and ensure that all financial documents are reviewed and made available when needed
  • Prepare annual financial statements in direct coordination with the external auditors
  • Protect the assests, investments,and projects of the office through financial controls
  • Manage the office's treasury and supervise inventory operations and assets recording
  • Review the procedures for insuring the assets and property of the organization against various risks of fire, theft, or accidents and verify the adequecy of the insurance
  • Supervise the field office accountants

OTHER RESPONSIBILITIES

  • A member of Procurement Commitee
  • Approve petty cash settlement
  • Approve balances for for payables and receivables
  • Approve balances of the office's projects & sponsorship, the obligations incurred, the surplus or deficit, verify their conformity with the regulation used, and proposing the needed recommendation
  • Carry out all the other accounting work assigned to him by the direct line manager which falls within the scope of his/her job

Requirements and qualifications

Additional education

  • Bachelor of Accounting, Finance
  • ACCA, CFA, CMA, or CPA

Experience

6 Years

Additional experience

  • At least 6 years experience in accounting roles

Additional skills

  • Strategic thinking
  • Full knowledge of the accounting solution against the items of the financial statement
  • Full experience in preparing the annual budget and detailed budgets for programs and activities
  • Language (Arabic & English)
  • Interpersonal skills
  • Skills of using Microsoft Office Applicants

KNOWLEDGE

  • Experience in the financial sector different roles and financial analysis
  • Broad understanding of financial trends in general
  • How to prepare budget
  • How to set up annual inventory entries and adjustments
  • Closing fiscal years and matching gross and detailed balances
  • Experience in ERP accounting and software systems

ABILITIES

  • Strong interpersonal skills, communication and presentation
  • Able to manage, direct, and lead employees to ensure appropriate financial processes are used
  • Strong understanding of financial statistics and accounting principles
  • Knowledge of the operation of all legislation and legal regulations
  • Take responsibility and accomplish tasks efficiently and effectively
  • Ability to analyze data and provide proposed solutions to increase effectiveness
