Evaluation & Learning Specialist (Engagement & Volunteering Leadership)

Overview

Lead evidence and knowledge generation in VSO’s global programmes in education, health, livelihoods, and emergencies from the perspective of engagement (youth, partnerships), policy advocacy, and volunteering contributions; build the capacity of project/programme implementation teams for consistent application of evaluation guidelines in all planned project and programme evaluations; Use evaluation learnings to influence strengthening of programme quality for effective scaling of Volunteering for Development as VSO’s core development methodology and leadership value.

Responsibilities

Evaluation Quality, Knowledge & Learning

• Collaboratively develop standards and guidelines, methods, and tools for monitoring and measurement of engagement (youth, partnerships), policy advocacy, and volunteering interventions in VSO’s global programmes and projects; strive for research and innovation in evaluation and learning tools, especially in youth engagement, partnership, and volunteering leadership.
• Lead measurement of and learning in VSO’s volunteering for development (VfD) pathway and outcome related to engagement (youth, partnerships), policy advocacy and volunteering across VSO’s global programmes.
• Plan and conduct annual meta/synthesis evaluations in VSO’s global programmes and produce global level high quality analytical, learning reports as part of annual programme learning exercise, from the perspective of engagement, policy advocacy, and volunteering contributions.
• Produce and disseminate inside and outside VSO high-quality knowledge products on contributions of youth engagement, partnerships, and volunteering leadership, showcasing VSO’s Volunteering for Development outcomes and value.
• Produce and support project teams to produce high-quality periodic case studies on the impact of interventions, especially related to youth engagement, partnership and volunteering.
• Recruit and work with volunteer specialists for evidence and knowledge building in areas of engagement, policy advocacy, and volunteering to strengthen evaluation quality, knowledge development, capacity and knowledge sharing across VSO’s global programmes.

Education

• Masters Degree

Additional education

• Master’s degree in a related field (or equivalent experience); technical expertise in evaluation methodology.
• Sound knowledge and use of evaluation tools for quantitative and qualitative data analysis contemporary to methodological innovations and applications in measurement of development outcomes.

Experience

Additional experience

• Experience in leading/conducting large-scale evaluations, measuring engagement related work (youth /partnerships/volunteering).
• Proven experience of capacity building of frontline staff, volunteers, and partners in quality evaluation and learning practices.
• Experience of working in development programmes in the Global South.

• Relevant skills; ability and experience in preparation and presentation of complex data in simple, user-friendly forms that are effective for learning and adaptation
