Overview
Position: Chief Program Officer
Location: Nairobi, Kenya
About the Position
SHOFCO is currently seeking a Chief Program Officer (CPO) to join our growing team, and to become a collaborative and important member of the organization’s senior leadership team. The CPO will have overall strategic and operational responsibility for all program areas.
Reporting to the CEO, the CPO will have day-to-day responsibilities for all the programming that SHOFCO runs in a diverse suite of services, ranging from operating excellent schools for girls, medical
clinics, clean water distribution, economic empowerment, and holistic community development programs.
S/he will take the lead to oversee, operate and grow the organization’s programs and ensure high-quality delivery. While we are currently operating in two slums in Nairobi (Kibera and Mathare) we are also seeking to expand our services to Mombasa and Mukuru.
The position will be a part of the senior management team that drives the overall strategy for the organization and represents SHOFCO on a national and international basis.
The CPO will initially develop a deep knowledge of each project,program operations, and strategic plan, and will focus on the following three areas: program leadership and management, program
operations and quality, and knowledge management.

Responsibilities
CPO Responsibilities
Program Operational Leadership:
- Oversee day-to-day program implementation, systems, and operations for a diverse portfolio of programs including girls’ education, healthcare, clean water & sanitation, economic empowerment, gender based violence, and holistic community transformation and advocacy. Manage implementation and quality across four rapidly growing sites in Kenya.
- Implement the organizational vision as established in SHOFCO’s Strategic Plan and ensure ongoing programmatic
- Maintain awareness of cutting edge innovation in program delivery modules to integrate into SHOFCO’s current
- Provide effective and inspiring leadership, as well as stewardship, of SHOFCO by being actively involved in all programs and services. Implement and lead a continuous quality improvement process throughout the program and service areas, focusing on systems/process improvement.
- Lead and hire a high performing team of site directors to the next level by further developing and implementing recruitment, training, and retention
- Partner with the CEO to represent SHOFCO with external constituency groups, including community, governmental, and private
- Ensure that all program activities operate consistently and ethically within the mission and values of
- Prepare and submit an annual operational budget to the CEO and CFO for review and approval, manage effectively within this budget, and report accurately on progress made and challenges
- Ensure the continued financial viability of SHOFCO program/service units through sound fiscal management. Provide programmatic leadership and input for all strategic planning processes with the CEO and
- Identify opportunities for SHOFCO to leverage cross-program strengths to take advantage of new opportunities and/or to address organizational challenges and deliver programs with the highest level of innovation and
- Develop and implement strategies that will maximize the synergies among program areas and achieve maximum impact and outcomes for beneficiaries.
External Relationship Development
- Work with the Chief Advancement Officer to manage and cultivate relationships with funders to provide comprehensive updates and information about program needs and progress.
- Publicly represent SHOFCO with the media and external constituency groups including community, governmental, and private organizations as needed, and build excitement for SHOFCO’s mission.
Strategic Plan Implementation
- Provide programmatic leadership and input for all strategic plan implementation processes with the CEO and staff. Coach program directors as they implement the strategic
- Develop and implement a system for tracking and reporting on the progress of the strategic plan
- Contribute to the development of SHOFCO’s strategic goals and objectives as well as the overall management of the organization.
Program Measurement & Knowledge Management
- Lead a cutting edge measurement & evaluation, and knowledge sharing
- Develop the necessary systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by the
- Develop a dissemination system to share organizational learning with a broad range of communities.
- Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational
- Work collaboratively with the senior management team to integrate across program activities and
- Manager a Director of Evaluation and Learning and build their capacity for, implement and manage internal systems for conducting ongoing outcomes measurement and assessment
Requirements and qualifications
Education
- Bachelors degree

- Minimum BS/BA degree with at least 10 years of experience and a track record in senior program management.
