Global Thematic Lead – Green Jobs and Decent Work

Overview

To assure quality thematic content across the VSO project portfolio which demonstrates the value of using the Volunteering for Development (VfD) system maximize impact to the primary actors

Responsibilities

Prepositioning

• Support VSO’s prepositioning with potential strategic partners including donors using VSO program evidence in decent work, green jobs, with a focus on informal sector for policy and V4D leadership advancement.
• Maintain an up-to-date relevant knowledge of practice through participation in relevant external events and fora to explore new innovate ideas to build a strong VSO’s practice in the ‘world of work with a focus on green jobs and decent work in informal sector’ or partnership in the technical area

Design

• Lead on the technical content of proposal designs in the livelihoods practice area through providing clear useable content from VSO’s practice for the robust technical elements of any kind design (concept notes, proposals, project re-design, etc.).
• Develop programme models for VSO’s resilient livelihoods practice utilizing the Volunteering for Development methodology.
• Introduce new practice and thinking into the thematic application of Volunteering for Development practice (to inform VSO resilient livelihoods projects on an iterative basis)

Delivery

• Provide technical accompaniment, mentoring and capacity building of the technical project team members towards building a strong global resilient livelihoods portfolio
• Lead on the technical alignment between the projects and the global resilient livelihoods portfolio through the portfolio accountability platforms and Community of Practice

Learning and Evidence

• Build and own the Practice Area learning and evidence for Volunteering for Development in VSO’s practice and projects in line with the global resilient livelihoods portfolio Theory of Change
• Lead the development of a range of external positioning materials, blogs, presentations, leadership papers, articles, etc. generated from VSO project evidence and practice and wider technical input
• Facilitate learning across VSO by providing technical input to learning content and internal communications
• Produce technical thematic contributions to VSO’s annual and other reporting requirements, including the portfolio review.
• Lead on the facilitation and coordination of the Community of Practice to introduce/discuss new thinking in our Resilient Livelihoods Practice, learning and evidence generated through the programme and debate improved ways of working towards advancing our global resilient livelihoods portfolio

Collaboration

• Collaborate with colleagues in the Practice Area core team, Business Pursuit, Programme Development Quality Team in the prepositioning, design and delivery of the Global health portfolio, Engagement and leadership in partnership and policy influencing work in health, Global Implementation team including People and Finance colleagues in the effective delivery of health projects along with Executive Board members to demonstrate the VfD Impact in Resilient Livelihoods.
• Provide technical capability requirements for talent pool/ people pipeline in line with global programmes. Assist with stewardship of People pipeline,
• Contribute as a member of VSO’s Practice Area Leadership Team and be accountable for delivering VSO Operating Plan targets and actions; support and participate actively in quarterly business review discussions.
• Work closely with the Project Portfolio Implementation Leads in Global Implementation Team on strengthening the projects’ contribution to the global resilient livelihoods portfolio and generate the evidence that will help position VSO from a technical perspective
• Provide technical input for public communications to Communications and digital network to ensure that external engagement/marketing materials are current and on brand for positioning and influencing.
• Monitoring/ Evaluation input – provide the evidence gathering requirements for each proposal in line with the evidence and learning plan

Additional education

• Qualification in economics, social and environmental sciences, management or a related field required or. Equivalent in relevant experience

Experience

Additional experience

• Strong expertise in livelihoods, green jobs and decent work and/or supporting micro and small enterprises, with hands-on experience in low resource/informal sector environments.
• Understanding of the program life cycle and demonstrated ability to use innovative and effective practices to design, implement and measure the progress of green jobs and decent work interventions.
• An established and collaborative professional network in employment and entrepreneurship ecosystem, livelihoods technical and policy platforms.
• Experience with research, evaluation and learning related to youth employment and entrepreneurship.
• Knowledge and understanding of the role of volunteerism in development.
• Knowledge and understanding of social inclusion, accountability, and resilience along with technical expertise in resilient livelihoods.
